The Nursing Care Quality Assurance Commission is working on several rules packages.  You can look up rules in progress at the commission’s Web site http://www.doh.wa.gov/hsqa/Professions/Nursing/RulesInProgress.htm   You can comment on any rule in progress at the Web site http://www.doh.wa.gov/Rules/default.htm.
 
Temporary Practice Permit – Amendments were made to make the existing  language more clear about the process for obtaining a one- time extension.  The rules hearing was held January 15, 2010 and filed for permanent adoption on March 5, 2010. Click here for final adoption language.
 
Early Remediation Program – This is an alternative abbreviated investigation program for complaints involving less serious allegations.  This is a voluntary program that involves remedial training by the nurse and monitoring by the employer.  Rules writing workshops were held November 18, 2009 and December 18, 2009.  The rules language is draft based on input from the workshops and written comments received.  The draft rules will be filed for a public rules hearing in May or July.  The text is draft and available for your comment.  The final version will be easier to read without the insertions and deletions and underlining.

Continuing Competency -   The commission has been working on documenting continuing competency for the last ten years as mandated by statute.  Numerous workshops were held in 2008 and two workshops were held in 2009.  A separate notice will come out in the next couple of days with the minutes from the last workshop and the draft of the rules.  A hearing date will be set later for July or September, 2010.
 
Engrossed Substitute House Bill 2876 – This bill passed and requires the commission to adopt rules on chronic, non cancer pain management to include dosage amount, special circumstances, consultation, training and experience, and tracking clinical progress.  Rules must be adopted by June 30, 2011.  If you wish to be informed of the public rules writing workshops be sure you are on the commission’s list serve (see below).
 
Engrossed Substitute Senate Bill 6582 – This bill passed and requires the commission to evaluate the nurse aide training, competency evaluation programs and review  federal statutes to determine qualification for alternative training for nursing assistants certified, medical assistants and home care aides.  Rules must be adopted by July 1, 2011.  If you wish to be informed of the public rules writing workshops be sure you are on the commission’s list serve.
